Vote to approve Fiscal Year 2023-2024 Budget Amendments
Abstract
Introduction & Background: During the fiscal year, the budget must be amended as changing conditions warrant. The fiscal year 2023-2024 budget ordinance authorizes the County Manager to transfer funds within a department without limitation. The Manager may also transfer amounts of up to $5,000 between departments of the same fund and transfer amounts up to $50,000 from contingency with a memorandum report of such transfers to the Board. The Board must approve all other transfers.
Discussion & Analysis: The attached proposed amendments must be approved by the Board of Commissioners for Fiscal Year 2024.
The General Services department’s budget is being increased by $232,000 with a fund balance appropriation to cover expenses related to the Space Needs Master Plan in the amount of $222,000 and the Bynum Historic Designation of $10,000.
The Chatham Transit department’s budget is being increased by $27,820 with a fund balance appropriation to cover vehicle rollover expenses from FY2023.
The Library department’s budget is being increased by $9,487 with an increase from donations to cover additional expenses.
The Telecommunication department’s budget is being increased by $58,317 with an increase from Grant receipts to cover capital outlay for radios.
The Ag Center department’s budget is being increased by $14,724 with an increase from Capital Reserve to cover maintenance of A/V Equipment at the Ag Center.

Budgetary Impact: The proposed amendments increase the General Fund by $342,348 and the appropriated fund balance by $259,820.
