Abstract
Introduction & Background:
North Carolina G.S. 143-129(e)(6) authorizes the purchase of a service when performance or price competition is not available. The county operates two (2) emergency communications centers (ECC), also known as public safety answering points (PSAP) or 9-1-1 centers; there is a primary and backup ECC. A component of each ECC is hardware and equipment to record all phone calls and radio traffic, both inbound and outbound. Mission critical recording equipment is required per North Carolina general statute.

Carolina Recording System is our current vendor for sales, third party integrations, service, and maintenance. They are an industry leader for public safety and mission critical recording solutions and the authorized vendor for specific products in this part of the country for emergency communications centers.
