Abstract

 

Action Requested:  Vote on a request to approve competitive bid exemption for standardization and sole source for the Chatham County Utilities Department for United Systems & Software, Inc

 

Introduction and Background:  Chatham County has utilized Itron meter reading equipment and Itron ERTs for meter reading for decades.  These ERTS have continued to perform exceptionally well.  Recently, Itron has reduced the number of authorized distributors.  United Systems and Software, Inc. is now the only authorized distributor for the ERTs in the state.  North Carolina General Statute 143-129 (e) (6) authorizes Local Governments to purchase without bidding when standardization is the overriding consideration and price competition for a product is not available.

 

Discussion and Analysis:  North Carolina General Statute 143-129 (e) (6) authorizes Local Governments to purchase without bidding when standardization is the overriding consideration and price competition for a product is not available.  This is the situation we are facing with Itron ERTs and can no longer acquire additional quotes for them.  Until Chatham County is able to evaluate new meter reading technology solutions, it is imperative that we continue to purchase these ERTs.
