Abstract

 

Action Requested:  Vote on a request to award the Risk and Resiliency Assessment and Emergency Response Plan to Freese and Nichols and approve Dan Lamontagne, County Manager, to sign the contract on behalf of the County.

 

 

Introduction and Background: The America’s Water Infrastructure Act of 2018 was signed into law in October 2018.  The law requires by June 30, 2021, that all water systems serving 3,300 people or more do the following: 1) conduct a Risk and Resiliency Assessment of their water system. 2) Update/develop their Emergency Response Plans. 3) Assessments and plans must be updated every 5 years.  The County used the RFQ process to select a firm based on the criteria set forth in the RFQ.  Freese and Nichols and HDR tied for the highest point total of all firms.  The decision to choose Freese and Nichols over HDR is because Freese and Nichols have already completed these assessments and plans for the Town of Cary and the City of Sanford, both of whom supply the majority of raw and treated water to Chatham County.

 

 

Discussion and Analysis:  The hired firm will aid Chatham County in completing a Risk and Resiliency Assessment of it’s water system and develop an Emergency Response Plan to stay in compliance with the America’s Water Infrastructure Act of 2018.  They will also ensure that the mandated deadlines are met.
