Abstract
Action Requested: Vote on a request to approve budget amendments as proposed by staff

Introduction & Background: During the fiscal year, the budget must be amended as changing conditions warrant. The fiscal year 2019-2020 budget ordinance authorizes the County Manager to transfer funds within a department without limitation. The Manager may also transfer amounts of up to $5,000 between departments of the same fund and transfer amounts up to $50,000 from contingency with a memorandum report of such transfers to the Board. The Board must approve all other transfers.

Discussion & Analysis: The attached proposed amendments must be approved by the Board of Commissioners for fiscal year 2020.

The total amount of restricted funds in the General Fund being carried forward from the prior year is $845,751.

The Utilities Fund is being increased by $50,630, with an appropriation to fund balance, to cover the purchase of a new vehicle.

The Emergency Management budget is being increased by $4,053 to cover grant related expenses related to a homeland security grant award.

The Economic Development's budget is being increased by $20,000 with a transfer from contingency for additional Chatham Arts funding.

The County Manager's budget is being increased by $18,000 with a transfer from contingency to cover a biennial customer satisfaction survey.

The Nonprofit Allocation's budget is being increased by $10,607 with a transfer from contingency to cover additional morgue costs.

The Facilities-Fleet budget is being increased by $9,332 with a transfer from contingency to cover the unanticipated replacement of a tire changer at the Bus Garage.

The Chatham Trades budget is being increased by $24,000 with a transfer from contingency to cover rent for the West Chatham Food Pantry.
