Abstract
Action Requested: Vote on a request to approve a contract for paving at the Goldston, Harpers Crossroads and Bennett solid waste collection centers

Introduction & Background: This a continuation of the solid waste and recycling (SW&R) division's plan to repave and do minor site improvements at all of the County's 12 collection centers. Starting in FY 2017-18, SW&R began budgeting to repave two centers per fiscal year. This will be the second pair of centers to be repaved. Driveway repair at the Bennett center is included in the contract as well.

Discussion & Analysis: The centers were constructed in the mid-1990s. Years of use have resulted in the need to repave. At each center, the pavement in certain areas settled due to the heavy front loading collection trucks that were used in the past. Also due to changes in operation, an additional concrete pad is needed at each center to place a spare recycling bin. Besides the paving and concrete pad, landscaping, drainage, and aging ramps to the oil shed and swap shop will be addressed with this project at the Goldston and Harpers Crossroads centers. The Bennett center driveway will be repaired and repaved as part of this project, but the main center paving and concrete pad installation at Bennett will be done at a later time.

Three bids were received for the project. A&M Construction was the successful bidder.

How does this relate to the Comprehensive Plan: This contract will maintain the infrastructure needed to support the County's solid waste environmental objectives.

Budgetary Impact: The bid amount for this contract is $174,327. This amount is within the budget set aside this fiscal year for this project.
