Title

Vote on a request to approve a contract with CrowderGulf for emergency debris removal and authorize the County Manager to execute the agreement.

 

Abstract

Action Requested: Vote on a request to approve a contract with CrowderGulf for emergency debris removal.

                     

Introduction & Background: In the event of an emergency which causes large amounts of downed trees or other debris, this contractor would work on behalf of the County to mobilize forces to clear the roads and County property of debris. 

                     

Discussion & Analysis:  There are occasionally weather events here in the County, such as ice storms or hurricanes, which cause large amounts of damage to vegetation along roads.  If the amount of debris is too much for NC Department of Transportation to remove in a timely manner, this contract can be activated.  CrowderGulf has a large network of contractors and staff who are skilled in removing debris and keeping records that will aid in receiving Federal disaster reimbursement.  Until the contract is activated, there is no cost, but CrowderGulf still offers initial and annual training to our staff to go over activation procedures and the latest Federal Emergency Management rules.

 

This contract could also apply to other types of disasters which produce large amounts of debris, but those are less common.

 

How does this relate to the Comprehensive Plan:  This contract helps the County become more resilient by improving our ability to respond to debris producing disasters.

                     

Budgetary Impact:  Until the contract is activated, there is no cost.  Once activated, CrowderGulf will charge for debris removal based on a schedule of values submitted with their proposal.  The County will incur the initial charges but should receive reimbursement from the State and Federal Government for money spent during clean-up efforts.

                     

Recommendation:                     Approve the contract with CrowderGulf for emergency debris removal and authorize the County Manager to execute the agreement.
