Vote on a request to approve nonprofit agency allocations FY 2019

Abstract

Action Requested: Vote on a request to approve nonprofit agency allocations FY 2019                     

Introduction & Background: In December, 2016, staff identified issues with the nonprofit agency allocation process.  Commissioners approved holding nonprofit agency allocations for FY 2018 at the same level as FY 2017 while staff worked to develop a streamlined approach to the funding process.                      

Discussion & Analysis: A task force composed of staff members, department heads, United Way, Triangle Community Foundation, Chatham County Schools, and residents was convened to develop recommendations for changes to the allocation process that will address the concerns identified.

The task force recommendation will be completed by the end of December, but staff is recommending that implementation of changes to the allocation process be delayed until FY 2020 in order to give agencies sufficient time to learn about and respond to a new process.

Budgetary Impact: Staff is requesting that: 1) the Board appropriate $233,000 for nonprofit agency allocations in FY 2019, which is the same amount of funding appropriated in the current year, and; 2) Continue to fund the agencies and programs that are currently funded, although funding requests and awards may differ from current year.  A single panel comprised of experienced volunteers will review applications and make funding recommendations.

 

Task force recommendations will be presented to the Board of Commissioners in the January time frame.  Agencies will thus have until January of 2019 (e.g. in preparation for FY 2020) to learn about process changes and respond accordingly.
