Chatham/ Harnett / Wake County Boundary Line Update

 

Abstract

Action Requested:

Receive presentation, consider recommendations, and offer feedback on next steps to resolve the Chatham County boundary line with Harnett and Wake Counties. 

                     

Introduction & Background:

The County Manager and GIS Director have met with Harnett and Wake Counties this summer regarding boundary discrepancies between the counties.    Uncertainty with the location of county boundary lines is not uncommon in North Carolina.  Today’s technology can locate boundary lines much more precisely and uncover discrepancies in those boundaries.  These discrepancies can create issues when it comes to tax assessment, property value, deed recordation, zoning, building permitting, public safety, board of elections, and the school system.  A new survey will be done to correct the survey done in 1961. 

                     

Discussion & Analysis:

Staff is now working in partnership with Harnett and Wake Counties to resolve uncertainties in those shared boundaries.  Staff will provide an overview of these uncertainties, the impact on affected property owners, and the process necessary to resolve the uncertainties. 

This agenda item is to inform the Board only.  Once the agreed upon boundary has been accepted by the parties, the Board will be asked to vote on a joint resolution with other counties at a later date.  At that time, staff will proceed with a legislative bill defining the changes and adoption of the bill by the NC Legislature.

Provide the Board of Commissioners the opportunity to review the information and offer feedback on next steps to resolve the Chatham County boundary line with Harnett and Wake Counties.
