Introduction & Background: NCGS 143-129(e)(3) - Exempts purchases made through a competitive bidding group purchasing program, which is a formally organized program that offers competitively obtained purchasing services at discount prices to two or more public agencies. The National Joint Powers Alliance (NJPA) is a public corporation or agency serving as a municipal contracting agency for government and education agencies. NJPA's cooperative contract purchasing leverages the national purchasing power of more than 50,000 member agencies while also streamlining the required purchasing process. As a municipal national contracting agency, NJPA establishes and provides nationally leveraged and competitively solicited purchasing contracts under the guidance of the Uniform Municipal Contracting Law. Joint Powers laws enable members to legally purchase through our awarded contracts

Discussion & Analysis: The purchase of a hydro-excavator will allow the County's Utilities staff to safely and effectively excavate areas where waterlines are in need of repair limiting damage to other underground utilities that crowd the excavated area and put the County staff at risk.

Budgetary Impact: Approved in the 2018 operating budget
