Abstract
Action Requested: Vote on a request to award the Nature Trail Mobile Home Park Waterline Replacement Project to Carolina Civilworks, Inc. and approve Renee Paschal, County Manager, to sign the contract on behalf of the County and vote on a request to adopt the Project Ordinance.

Introduction & Background: The cost estimate for the project, initially prepared by the Utilities Director in 2014 as part of the CIP, was $651,180. This estimate did not include replacing 3,000 linear feet of 8-inch water line along Nature Trail Drive. The project was re-evaluated in 2017 by Withers Ravenel to include the 8-inch water line. Their estimate was $902,000. Many factors have contributed to the increase from the original cost estimate in 2014. It has been 3 years since the original estimate was prepared, 3,000 linear feet of 8-inch waterline and a 750 gpm water booster station (required by NCDEQ) were added to the original scope, construction costs are higher and there was a lack of interest by prospective bidders because many contractors stated they were too busy with their current workload to add additional work. Bids were sought through the RFB process and we received two responses after having to formally re-bid the project. One from Carolina Civil Works Inc. in the amount of $1,502,404.00 and one from Pipeline Utilities in the amount of $3,180,000.00.
