County Recommendations for Chatham Park’s Additional Elements of Master Plan

Action Requested:
Introduction & Background: In May of 2015, Chatham Park presented their Planned Development District(PDD) Master Plan to the Town of Pittsboro, which was approved on August 10, 2015. In May of 2016, Chatham Park presented a document that further detailed land use and development plans in reference to 12 specific topics, which is referred to as the Additional Elements document. The Board of Commissioners and county staff determined that there are 5 key topics that the county should evaluate and make recommendations for:
The Public Facilities Element: includes discussion on parks, schools, and infrastructure
The Open Space Element: includes limited discussion on parks
The Development Phasing Element: includes discussion on phases and timing of development
The Affordable Housing Element: includes discussion on affordable housing efforts
After attending meetings and reviewing the additional elements document, staff would like the recommendations attached to be approved by the Board of Commissioners, then submitted to the Town of Pittsboro for consideration.
* This agenda item has been revised to reflect a recommendation about public libraries. Discussion about public libraries is not addressed in any of the elements, but a recommendation for public libraries has been added under the public facilities element in the attached report.
