Title

Vote to approve the participation and initial funding of a regional agricultural business district being led by Harnett County.

Abstract

Action Requested:  Vote to approve the participation and initial funding of a regional agricultural business district being led by Harnett County.

Introduction & Background:  In November 2016, Harnett County began exploring the possibility of forming an agricultural business district to assist agricultural businesses and supply chains. Harnett County determined a five county region, including Chatham, Lee, Johnston, and Sampson counties, with similar agriculture demographics could benefit from additional assistance to their agricultural businesses. The initial group found that a strategic plan and legislative action would be needed.

Discussion & Analysis:  Economic Leadership, LLC has provided a proposal on writing the agricultural business district strategic plan and working with our legislative delegation to craft legislation. In order to participate, Chatham County would need to join this regional group and participate in the strategic planning in order for inclusion.

Budgetary Impact:  For the strategic planning and crafting of legislation, Chatham County’s share would be $5,500 if all five counties participate or $6,800 if four counties participate. Three counties have committed at this point.

Recommendation:  Vote to approve Chatham County’s participation.
