Abstract
Action Requested: Vote on a request to approve an increase in the Inmate Healthcare Agreement with Southern Health Partners, Inc. due to increasing on-site medical personnel staff hours.
Introduction & Background: Southern Health Partners, Inc. provides all inmate healthcare.
Discussion & Analysis: The current contract allows for 20 hours/week of medical personnel (nurse) to be on-site. We have maintained 20 hours/week for the last 4+ years. In that time, our inmate population has grown from an annual average daily population (ADP) of 50 in 2014, 53 in 2015, to an ADP of 71.3 over the last 6 months. The inmate population has grown, but the number of medical hours/week has remained constant. Specific areas of concern:
• Behind on screenings mandated by the CCDC Health Plan (as of 9/8/16: 17 inmates past the 14-day mark that require screenings. Out of compliance with own Policy.)
• Behind on bloodwork/labs.
• Sick calls not being completed in an acceptable time frame. (Nurse has to triage sick calls. Most serious get seen and less serious get pushed back. Some sick calls being pushed to the 2 week mark before being seen.)
Budgetary Impact: Our current contract with Southern Health Partners provides for 20 hours/week of onsite nurse. Current Price: $110,333.52 ($9,194.46 per month)
Additional cost to increase the nursing hours to 40 hours/week: $34,070.40 ($2,839.20 per month). New Contract price: $144,403.92 ($12,033.66 per month).
There is money in the current budget FY2017 to cover the $22,713.60 (amount of increase through FY2017 if start date November 1, 2016).
Recommendation: Approve the Amendment to the current Health Services Agreement with Southern Health Partners, Inc.
