Abstract
Action Requested: Vote on a request to approve two contracts with LilyPad EV for electric vehicle charging station installation, operation, and maintenance and authorize the County Manager to sign the contracts on behalf of the Board.
Introduction & Background: The State of North Carolina received a large sum of money from the Volkswagen Settlement. The State has chosen to make a portion of that money available in the form of grants to local governments for installing electric vehicle (EV) charging infrastructure. Chatham County has applied for two of these grants and been awarded two grants to install an EV charger in two locations: Smithfield's Chicken and Barbecue in Siler City and the Chatham County Agriculture and Convention Center outside of Pittsboro.
Discussion & Analysis: The contracts are for installation of the two charging stations, operation of the point-of-sale system, performance monitoring and maintenance for each of the two stations. Board approval is required because the term of the operation and maintenance portion of the contracts is more than three years. The grants require the county to operate and maintain the stations for five years after installation. The County is allowed to include the cost of the maintenance plan in the grant if it is pre-paid.
How does this relate to the Comprehensive Plan: Plan Chatham specifically mentions leveraging public funds to install EV charging stations and encourage the adoption of zero emission vehicles.
Budgetary Impact: The County's grant match for these two projects has been included in this year's Sustainability budget.
