Title

Vote to adopt a resolution approving the state and federally mandated compliance policies for the Coronavirus State Fiscal Recovery Fund and American Rescue Act funding

 

Abstract

Introduction & Background:  Chatham County has received an allocation of funds from the “Coronavirus State Fiscal Recovery Fund” or “Coronavirus Local Fiscal Recovery Fund” (together “CSLFRF funds”), established pursuant to Sections 602 and 603 of the Social Security Act, as added by Section 9901 of the American Rescue Plan Act of 2021, Pub. L. No. 117-2 (the “ARP/CSLFRF award”).  CSLFRF funds are subject to the U.S. Department of Treasury (“Treasury”) regulations, including the Final Rule, the Award Terms and Conditions, and the Title VII implementing regulations at 31 C.F.R. Part 22.

                     

Discussion & Analysis: As a condition of receiving CSLFRF funds, Chatham County must comply with all federal statutes and regulations including prohibiting discrimination and conflicts of interest, and public records retention in its administration of CSLFRF under the terms and conditions of the ARP/CSLFRF award.

How does this relate to the Comprehensive Plan: Not Applicable

 

Budgetary Impact:  CSLFRF funds are subject to the U.S. Department of Treasury (“Treasury”) regulations, including the Final Rule, the Award Terms and Conditions, and the Title VII implementing regulations at 31 C.F.R. Part 22.  Noncompliance will put these funds in jeopardy.
