Vote to approve a Memorandum of Agreement with Siler City to Provide Household Hazardous Waste Disposal Services for Their Residents
Abstract
Introduction & Background: Chatham County Solid Waste & Recycling (SW&R) currently provides household hazardous waste (HHW) disposal events for the entire county population. Municipal residents can use this service even though they do not pay the annual solid waste fee. Beginning in July 2025, this policy will change. Towns will need to opt-in to share costs for these events for their residents to continue coming to these events and utilizing this service.
Discussion & Analysis: SW&R staff have been tracking the use of HHW disposal events by town residents for more than five years. The populations of all the towns in Chatham County are expected to rise significantly over the next decade. This increase in population is expected to increase utilization of the HHW events by town residents. In addition, HHW event and disposal costs in general have been rising over the last five years.
After discussion with Chatham County management staff, SW&R staff reached out in October 2024 to all the towns with residents in Chatham County to let them know of the new policy. A Memorandum of Agreement was drafted by our legal team to facilitate the cost-sharing plan. All the Towns that opt-in to the agreement will receive a bill in July of each year for their share of the HHW costs from the previous fiscal year. The bill amount will be equal to the percentage of the overall participants at HHW events who live in that Town multiplied by the HHW program costs for that fiscal year.
If a Town chooses to not opt-in to the program, their residents would no longer be eligible to dispose of HHW items at Chatham County HHW events.
Siler City is the first Town to submit the agreement to opt-in. As SW&R staff receives these agreements from the Towns, we will submit them for approval by the Board of Commissioners.
