Receive a presentation on the Bynum Water Tank

 

Abstract

Introduction & Background: In FY24, funds were budgeted for the demolition of two (2) decommissioned county-owned water tanks, one on Bynum Hill Rd and one on Jack Bennett Rd.

 

Following an initial move to demolish the Bynum tank, members of the Bynum community requested that the tank be preserved.  Because there was minimal difference in cost, the decision was made to paint the tank instead.

 

Discussion & Analysis: During the painting prep work, particles were released off the tank and community members were concerned.  Work halted on the tank and two rounds of soil testing followed to determine any contamination due to the prep work.  Work in the community garden that is situated next to the tank on the same parcel was suspended.

 

Following extensive testing, bids were gathered to demolish the tank and to paint the tank.  The low bid to paint the tank was approximately $20,000 more than the low bid to demolish the tank.

 

How does this relate to the Comprehensive Plan: Preserve the rural character and lifestyle of Chatham County.

 

Budgetary Impact: Utility assets were transferred to TriRiver water on July 1, 2025.  TriRiver has stated that because this tank is no longer in use and not an active utility asset, they are unable to reimburse Chatham County for any expense arising from demolition or painting.

 

Recommendation/Motion: Receive a presentation on the Bynum Water Tank and discuss next steps.
