Vote to approve using Kessler Consulting Inc. as a Sole Source for Waste and Recycling Studies
Abstract
Introduction & Background: Solid Waste & Recycling (SW&R) has conducted a waste composition study every three years since 2011 and a recycling characterization study every three years since 2019. These studies provide valuable data about what is in the trash and recycling and help staff make decisions about managing our programs, finding ways to reduce the waste sent to landfills, and providing impactful education. Through a request for quote process for each study, Kessler Consulting Inc. has conducted all these studies. SW&R staff would like to designate Kessler Consulting Inc. as the sole source due to their accumulated knowledge with our materials and processes and to ensure data comparability.
Discussion & Analysis: North Carolina General Statutes allow purchasing without competitive bid when, “performance or price competition for a product are not available…or standardization or compatibility is the overriding consideration.” Except for one, Kessler Consulting Inc. (KCI) has been the only company to provide a quote through each of the requests for quote processes.
Since KCI has completed all the studies, they have accumulated knowledge about our materials and processes, which makes determining the logistics of the study easier. Also, the data is easily comparable between each study since KCI maintains the same data collection and formatting.
How does this relate to the Comprehensive Plan: The data provided through the studies help further the primary goal to Conserve Natural Resources.
