Vote to adopt the Northeast Park Dam Repair Project Ordinance

 

Abstract

Introduction & Background: Section 13.2 of Chapter 159 of the General Statutes of North Carolina states that a project ordinance shall be adopted by the governing board for all capital projects.

                     

Discussion & Analysis: Northeast District Park has an earthen dam that was previously inspected and found to be in poor condition. The Parks & Recreation staff prepared to submit a Capital Improvement Program (CIP) request for the FY2026-2032 CIP process; however, the situation with the dam has degraded further after the significant rainfalls associated with Tropical Storm Debby and Hurricane Helene. An on-call engineering firm has assisted Parks staff with identifying emergency safety measures that staff have implemented. Additionally, County Parks staff is visually monitoring and inspecting the dam daily.

 

At this point, there are no additional emergency measures that can be taken, and a permanent repair is needed.

 

How does this relate to the Comprehensive Plan:

 

Budgetary Impact: The cost for this project is $1,285,000 and funded by using $1,285,000 of Capital Reserve funds.
