Title

Vote to approve the FY2027 funding plan for Juvenile Crime Prevention Council

Abstract

Introduction & Background: The Division of Juvenile Justice and Delinquency Prevention partners with Juvenile Crime Prevention Councils in each county to galvanize community leaders, locally and statewide, to reduce and prevent juvenile crime. JCPC board members are appointed by each county's board of commissioners and meet monthly or bimonthly in each county. The meetings are open to the public, and all business is considered public information. DJJDP allocates approximately $28 million to these councils annually. Funding is used to subsidize local programs and services.

The purpose of the JCPC shall be to:

Ensure that appropriate intermediate dispositional options are available and prioritize funding for dispositions of intermediate and community level sanctions for court adjudicated juveniles pursuant to minimum standards adopted by the Department of Juvenile Justice.

Evaluate programs developed and supported by the JCPC for effectiveness and continued need.

Assess the needs of delinquent and at-risk juveniles in Orange and Chatham Counties and report those findings to County Commissioners.

Plan for the establishment of a permanent funding stream for delinquency prevention services.

Discussion & Analysis: Each year the committee recommends a funding plan for the Board of Commissioners to approve.

How does this relate to the Comprehensive Plan: This item aligns with the Comprehensive Plan by supporting public safety and youth development through investment in prevention and intervention programs that reduce juvenile delinquency and strengthen community well-being.

Budgetary Impact: Total funding for FY2027 is $294,183.

Recommendation/Motion: Vote to approve the FY2027 funding plan for Juvenile Crime Prevention Council.
