Vote to approve a three-year contract with Chatham Recovery for $246,018.75 for the treatment of opioid use disorder through the Opioid Settlement Fund
Abstract
Introduction & Background: In July 2021, North Carolina announced a $26 billion agreement with pharmaceutical distributors of opioids to bring resources to communities harmed by the opioid epidemic. The agreement resolved litigation over the role of four companies in creating and fueling the opioid epidemic. A second settlement provides additional funding. In total, Chatham County is slated to receive approximately $5.45 million in Opioid Settlement Funds through 2038, with the potential for additional settlements in the future.
In May 2025, the Chatham County Board of Commissioners approved a three-year spending plan (July 1, 2025-June 30, 2028) for Opioid Settlement Funds that includes funding for evidence-based addiction treatment. The Sheriff’s Prevention Partnership for Controlled Substances, which administers these funds, has awarded funding for this strategy to Chatham Recovery and Piedmont Health Services to provide services for Chatham residents in treatment who are uninsured or underinsured.
Discussion & Analysis: The total amount of the contract with Chatham Recovery for treatment services ($82,006.25 per year or $246,018.75 over the three-year period) exceeds $100,000 and therefore requires Board of Commissioners approval. The County will review service delivery data annually to determine renewal of funding.
