Abstract

Introduction & Background:

The primary mission of the Communicable Disease Branch (CDB) is to reduce morbidity and mortality resulting from communicable diseases that are a significant threat to the public through detection, tracking, investigation, control, treatment, education, and care activities to improve the health of people in North Carolina.

The mission of the CDB is closely linked to the mission of the Division of STD Prevention (DSTDP) at the Centers for Disease Control and Prevention.  DSTDP seeks to:

Ø                     Prevent STI-related infertility

Ø                     Prevent STI-related adverse outcomes of pregnancy

Ø                     Prevent STI-related cancers

Ø                     Prevent STI-related HIV transmission

Ø                     Strengthen STD prevention capacity and infrastructure

Ø                     Reduce STD health disparities across and within communities and populations

Ø                     Address the effects of the social and economic determinants and the costs of specific STDs and associated squealed among specific populations.

HIV/STDs contribute greatly to heath care disparities in North Carolina with the majority of HIV/STD cases being reported among racial and ethnic minorities.

Discussion & Analysis: Agreement Addendum Revision #2 provides STD funds.

Receipt of these funds is the primary mechanism recognized by Health Resources and Services Administration (HRSA)’s Office of Pharmacy Affairs (OPA) as the basis for eligibility to be a covered entity for the STD 340b program.

Budgetary Impact: No Local Funding Required.

Recommendation: Vote on a request to approve $49 Sexually Transmitted Diseases

(STD) Prevention Funds.
