Abstract
Introduction & Background: North Carolina G.S. 143-129(e)(6) authorizes the purchase of a product or service when performance or price competition is not available. Emergency Operations uses or has a need to use various software products for daily operations as well as during emergency incidents and disasters. WebEOC, an incident management software platform from ESi / Juvare solves this need. North Carolina Emergency Management and most of our bordering counties use WebEOC.
Discussion & Analysis: Moving to the same software allows for more efficient workflows and improved collaboration with county stakeholders, surrounding counties and state agencies during emergency incidents and disasters.

Ensure public safety through adequate resources, plans, and partnerships to keep people and property safe. Strengthen relationships with other boards, municipalities, and regional entities to address common challenges and opportunities.
