Vote to approve the contract with Chatham Transit Network for services related to the North Carolina Department of Transportation FY27 5310 Capital Purchase of Service Grant for an amount not to exceed $310,000
Abstract
Introduction & Background: The 5310 Capital Purchase of Service Grant provides funding for transportation to and from centers in Pittsboro and Siler City, medical transportation and group trips. To carry out these services through the grant, the county has executed subcontracts with Chatham Transit Network in the past.
Discussion & Analysis: As the sole provider of public transportation within Chatham County, Chatham Transit is the logical choice to carry out transportation on behalf of Aging Services and Chatham County. Aging Services requests that the county enter into a subcontract agreement with Chatham Transit for these services, which will primarily cover congregate transportation to and from our centers as well as medical transportation trips. Remaining funding will be applied toward monthly shopping trips to the grocery store and Wal-Mart.
How does this relate to the Comprehensive Plan: This grant relates to the county’s Comprehensive Plan in three areas - providing recreational opportunities and access to open space, providing equitable access to high-quality community options for all, and fostering a healthy community.
Budgetary Impact: The Board approved the required 10% local match of $31,000 on September 15, 2025. Of the $310,000 grant, 80% originates from federal sources, with 10% from state sources. The county pays Chatham Transit on a monthly basis for services rendered, but the county is reimbursed by DOT on a quarterly basis up to 90% or $279,000.
