Introduction & Background:
The Capital Improvements Program (CIP) includes the approved project to replace the old, disparate and disjointed phone systems with a countywide consolidated system.
During construction of the new buildings the opportunity to begin installation and migration to a new system existed and has been started. To enable the continuance of the system roll out the approval for the project ordinance is needed. Because the project spans more than one year and cannot be budgeted through the operating budget, a project ordinance is necessary to govern the expenditure of funds. The project is being funded from the capital reserve.
Discussion & Analysis:
There are six different phone systems of different types, ages and capabilities installed at different times in the past and consisting of different hardware. Most of the hardware is no longer supported and many components are unable to be replaced. The old systems lack features common in today’s voice over IP versions such as integration with email and enhanced mobility options. The old systems do not integrate, thereby causing the need for dissimilar dialing methods depending on the building in which the phone is being used. Support and management of these systems to maintain stability is made overly complicated by the diversity and age of the systems.
