Vote on a Request to Approve FY2022-2023 BCBS of NC Administrative Services Agreement (ASA) Contract Changes, the Agent Fees Collection Agreement and authorize the county manager to execute renewal application documents.

 

Abstract

Action Requested: Vote on a Request to Approve FY2022-2023 BCBS of NC Administrative Services Agreement (ASA) Contract Changes, the Agent Fees Collection Agreement and authorize the county manager to execute renewal application documents.

                     

Introduction & Background: This is the annual application and agreement to provide health insurance benefits to eligible county employees and their dependents.

                     

Discussion & Analysis: For FY23, there are some modifications to the application and coverage compared to past years.  The modifications are as follows:

1.                     Increase in agent fees collection agreement.  Our brokerage company is increasing the per employee per month cost from $10.00 to $10.30.  This is the first increase in many years.

2.                     Transition from the Achiever C program to the new Blue Cross Rally Health platform.  Achiever C is being phased out by BCBS so this change is required for us to continue our premium incentive program.

3.                     Additional coverage for value based pharmacy (depression, diabetic devices)

4.                     New program to incentivize major services received at Blue Cross Distinction Centers (better quality, better value).

 

How does this relate to the Comprehensive Plan:

                     

Budgetary Impact: Allocation to health insurance reserve made as a part of the annual budget.
