Abstract
Introduction & Background: The Chatham County Board of Education wishes to dispose of a parcel of land in its ownership by way of the upset bid process as provided by NC G.S. 160A-269. According to NC G.S. 115C-518, the Board of Education must first offer this property to Chatham County. If the Chatham County Board of Commissioners does not choose to obtain this property as offered, the Board of Education may proceed with the sale of the subject property.
Discussion & Analysis: Previously this parcel contained part of the onsite wastewater system for the JS Waters School. However, when JS Waters tied into the Goldston sewer system, this structure was removed, and the property has been in ownership of Chatham County Schools since. Owing to its size, location, and site characteristics county staff recommends that the county decline this offer, as this property would serve no public purpose if acquired by the county.

Budgetary Impact: Declining the offer to purchase the subject property by the Chatham County Board of Education will have no budgetary impact.
