Abstract
Action Requested: Vote on request to approve the Interlocal Agreement between the Town of Pittsboro, Chatham County and the City of Sanford and approve Dan LaMontagne, County Manager, to sign the agreement on behalf of the County.


Introduction & Background: As a result of increasing water demands and projections, the City of Sanford has determined that additional water treatment capacity will be required within the next 25 years, due to expected population growth. The City of Sanford is currently embarking on increasing their capacity at their WTP. This increased capacity will allow for additional treated water supply to be available for Chatham County (specifically the TIP region) and the Town of Pittsboro. This agreement will allow for the preliminary engineering work to be done for the infrastructure needed to meet the future regional water treatment needs for all the parties involved.


Discussion & Analysis: This PER will provide benefits of planning and collaborative efforts to include:
* Improved cooperation between local water utilities and ease of regulatory oversight;
* Reduced unit costs for this PER through economies of scale;
* Increased flexibility and reliability of local water supplies, especially during droughts and other dynamic events;
* Enhanced ability to comply with federal and state drinking water standards;
* Sustainable use of regional drinking water resources;
