Vote to approve New and Amended Project Ordinances
Abstract
Introduction & Background: Section 13.2 of Chapter 159 of the General Statutes of North Carolina states that a project ordinance shall be adopted by the governing board for all capital projects.
Discussion & Analysis: Attached are amended project ordinances.
The Siler City Center for Active Living Renovations project reflects the total estimates presented in the FY2026-2032 Approved Capital Improvements Program.
The amendment of the Hydrant Replacement project is to notify the Board that the project will be moved from the Utility-Projects Fund to the Facilities Improvement Fund in the County’s financial software.
The amendment of the Western Intake project is to add the NC Department of Environmental Quality Division of Water Infrastructure grant as a revenue source for the project. The grant was accepted by Resolution of the Board on May 15th, 2023.
Amended project ordinances for Tax Software, School Central Services Building, and Fiber Optic Cabling have been amended to reflect ending project balances. The projects will be closed at fiscal year end and any remaining balances transferred back to the Reserve Fund.
Budgetary Impact: The budget for the Siler City Center for Active Living Renovations Project is $500,000 and will be funded through a transfer of funds from the Council on Aging department from their initial fund balance. The amendments to the Hydrant Replacement and Western Intake projects do not modify the budget. The final project budgets are Tax Software $470,757; School Central Services Building $17,293,591; Fiber Optic Cabling $1,384,743.
Recommendation/Motion: Motion to approve the Siler City Center for Active Living Renovations Project Ordinance and the amended project ordinances for the Hydrant Replacement, Western Intake, Tax Software, School Central Services Building, and Fiber Optic Cabling Projects.
