Introduction & Background: After using the current incentive policy, it has become apparent that it does not apply to retention projects as originally intended
Discussion & Analysis: Count retained jobs as well as new jobs for expansion projects

Recommendation: Amend the incentive policy wording to include retained jobs as well as new jobs
