Vote on a Request to Approve Using Smith Gardner, Inc., as a Sole Source for Landfill Monitoring and Engineering
Abstract
Introduction & Background: Smith Gardner has been performing these duties now for over a decade. Their current contract is up for renewal in June. Solid waste and recycling staff would like to designate them as a sole source due to their accumulated knowledge of the landfill and our facilities.
Discussion & Analysis: North Carolina General Statutes allow purchasing without competitive bid when “…standardization or compatibility is the overriding consideration.” Smith Gardner has been doing their monitoring and other work at the Chatham County landfill for many years. It is important to retain the institutional knowledge they have gained working with the landfill, reviewing its testing results, and implementing mitigation efforts over the years.
How does this relate to the Comprehensive Plan: The monitoring and other work Smith Gardner does for Chatham County furthers the primary goal to “Conserve Natural Resources.”
Budgetary Impact: There will not be a budgetary change associated with this action.
