Vote to terminate the agreement with Chatham Rescue Squad of Siler City, Inc.

 

Abstract

Introduction & Background: In 2017, Chatham County approved an agreement with Chatham County Rescue Squad of Siler City, Inc. to provide medical responder services in their primary response district.  Medical responders are an important element of Chatham County’s Emergency Medical System and the chain of survival during life-threatening emergencies.

 

The agreement includes a minimum requirement for the squad to respond to 85% of its dispatched calls to receive its full monthly funding allocation. The rescue squad has not consistently met those performance requirements. The rescue squad has indicated to the Office of Emergency Operations that as a volunteer organization they are having difficulty recruiting and retaining members.

 

Discussion & Analysis: On April 15, 2024, the Board of Commissioners approved an amendment to the Chatham Rescue Squad of Siler City, Inc. agreement to offer the agency an opportunity to incentivize volunteer membership to help with the recruitment and retention of the members and the suspension of the 85% performance measure for the remainder of FY24.

 

Since the agreement and amendment were approved, Chatham Rescue Squad continues to under perform based on the minimum performance standards set by the service agreement.

 

As noted in the April 15, 2024 agreement: the Squad and the County recognizes that continued inability of the Squad to perform at the minimum level as defined by the AGREEMENT will result in the termination of the AGREEMENT and discontinuation of County financial support to the Squad.

 

County Staff are recommending the termination of the agreement.
