Abstract
Introduction & Background: The City of Sanford is providing the water and sewer service for the Vinfast development in Moncure. The path of the new lines crosses a county-owned parcel. The City will need an easement to construct and maintain the line.
Discussion & Analysis: The path of the water and sewer lines will cross the driveway of the Moncure Collection Center property. The agreement calls for a permanent easement 22 feet wide (8,799 square feet) and an additional 28 foot wide temporary construction easement (11,198 square feet). The temporary construction easement allows the construction contractor to clear this area for their machinery to operate during construction. Thirty days after construction is completed, the temporary construction easement is no longer required, and this property would revert to County control. The contractor has agreed to plan the construction to minimize the disruption to the operation of the Moncure Collection Center. Granting the easement should not have an impact on the operation of the Moncure Collection Center once the construction is complete.
How does this relate to the Comprehensive Plan: This furthers the Economic Development Primary Goal to “Diversify the tax base and generate more high quality, in-county jobs to reduce dependence on residential property taxes, create economic opportunity and reduce out-commuting.”
Budgetary Impact: There is no budgetary impact with granting this easement.
