Abstract
Introduction & Background: As illustrated in the image accompanying this agenda item, the subject 0.7-acre property is located on Bynum Beach Road directly adjacent to the South Bynum River Access Park to the southeast of the park, and approximately 500 feet north of the State Natural Area along the western bank of the Haw River in Bynum. As described further in the Discussion and Analysis section of this abstract, the county desires to purchase this property to expand the South Bynum River Access Park. Pursuant to an appraisal and earlier negotiation direction from the County Board of Commissioners, the Johnson Heirs, owners of record of the subject property, have agreed to sell this parcel to the county at the amount of the appraised value.

Discussion & Analysis: The impetus to purchase the Johnson Heirs property owing to numerous recreational uses and environmental considerations. The existing Access Park is popular with kayakers, tubers, swimmers, and people engaged with fishing. Expanding the park property with the purchase of this additional land will enhance the public's access to these activities. With respect to paddle access, the current access point on the riverbank at the existing park is not ideally placed, as its current location is highly susceptible to excessive eroding. This is due to several factors, including river flow dynamics, proximity to nearby bridge structure, and uncontrolled pedestrian traffic. Further, a recent site visit by an engineering consultant, who is helping the county explore riverbank restoration options, noted the current location of the access facility is not ideal with respect to safety factors.
