Abstract
Action Requested: Vote on a request to approve $2,951 reduction to Preparedness and Response Funds from the division of NC Public Health Emergency Preparedness.


Introduction & Background: The Division of Public Health, Public Health Preparedness & Response Branch, makes funds available to Local Health Departments through a funding formula based on population, land square miles and total square miles. These funds are to upgrade and integrate local public health preparedness and response to public health emergencies with Federal, State, Local and Tribal Governments, the private sector, and non-governmental organizations.

Discussion & Analysis: This Agreement Addendum Revision #1 corrects a recently discovered funding error which began with the 2013-2014 state fiscal year and has continued on through this fiscal year. Beginning with the SFY 13/14 Agreement Addendum, the funds have been allocated with all twelve months under one federal grant year rather than as it should have been allocated, with one month funded under one federal grant year and eleven months funded under the following federal grant year. As the federal grant year runs from July 1 through June 30, the first month of each fiscal year's Agreement Addendum needs to be funded from the earlier of the two federal grant years.
To make the necessary correction, this Agreement Addendum Revision #1 reduces its budget by one-twelfth. This reduction amount will then be reallocated in next year's SFY 19/20 Agreement Addendum, in order to allow its June expenses to be funded by the correct federal grant year.
