Abstract

Action Requested: Vote on a request to approve grant submittal for construction and demolition collection pilot program at two collection centers.

                     

Introduction & Background: The results of the June 2017 waste composition study shows that about one third of waste being disposed of in the landfill is construction and demolition (C&D) materials that can be recycled. The North Carolina Department of Environmental Quality Division of Environmental Assistance and Customer Service has a Community Waste Reduction and Recycling Grant program and the SW&R division would like to submit a grant to conduct a pilot project to determine the feasibility of collecting C&D at the collection centers.

                     

Discussion & Analysis: The pilot program would involve collecting C&D at two collection centers, one on the east side of the county and one on the west side. The C&D material would be collected in roll-off containers and taken to a C&D facility for processing and recycling. The pilot program would begin in the fall 2019 and last for six months. If successful, the C&D collection would be implemented at more collection centers. The grant will provide four roll-off containers, signs, and various outreach materials.

 

How does this relate to the Comprehensive Plan: Conserve natural resources and become more resilient by mitigating, responding, and adapting to emerging threats.

                     

Budgetary Impact: The total project cost is $20,800. The grant provides for 80% of the total costs. The county match of $4,160 would come from the solid waste enterprise fund in FY20.
