Request to approve competitive bid exemption for "sole source" in the procurement of GUARDIAN RFID from Codex Corporation in the amount of $38,482.50.
Introduction & Background:
The North Carolina General Statute 143-129(f) authorizes Local Governments to purchase without bidding (both formal and informal ranges) when price competition for a product is not available. In addition, the county policy requests to seek three quotes for purchases of $1,000 and over.
Discussion & Analysis:
Guardian RFID is an inmate management system that uses radio frequency identification (RFID) technology to automate correctional workflows, data collection, communication and reporting needs while integrating with our current inmate management system. Currently Guardian RFID is the only source for this system. No other vendor provides the same product.
Our detention officers will use hand held devices to verify inmate ID, do head counts, log cell checks, record inmate behavior, condition and movement, add pictures to log entries and reports, and verify meal and medicine disbursement.
The information will be stored and can be searched and sorted easily for reporting purposes. This will result in more thorough and complete reporting, better data collection and documentation, better communication and a higher degree of safety for staff and inmates. This will limit liability and assist in preventing litigation and aid defense in the event of litigation.
