Vote to approve FVRC Second Amendment
Abstract
On December 16, 2013, the Board of Commissioners approved a contract with FVRC to appropriate $450,000 for land and construction of a new shelter. These funds were received from Briar Chapel development as a payment in lieu for affordable housing.
On October 20, 2014, the Board approved a contract amendment to allow the funds to be used for architect fees.
FVRC is requesting a second amendment to allow the funds to be used for constructing a shelter on the site of the existing shelter. Funds could be used for demolition of the existing shelter, in addition to the purposes laid out in the original contract and first amendment.
A committee comprised of board members, staff members, and community volunteers has been meeting since the fall of 2012 to guide the agency through this project.
The agency had anticipated purchasing land in the summer of 2014, but at the closing, a title search revealed a lien against the property that wasn't disclosed by the owner during the due diligence phase. The agency spent several more months looking for other properties, but did not find one that met the specifications needed for the building.
The shelter committee began revisiting an option that was tabled back in 2012: rebuilding on the current shelter's lot. This option was tabled because, at the time, the committee thought selling the property would make more sense financially. A thorough review by a building inspector and veteran Realtor in 2015 found that this may have been mistaken, given the building's state of disrepair. Using the lot the agency already owns would save time if not money.
On May 28, 2015, the Board of Directors of FVRC voted to approve use of the current shelter's lot for the building of the new shelter. Plans are already underway to modify the design to fit the land.
