Title

Receive a report and recommendations from the Environmental Review Advisory Committee regarding flood resilience and the impact of Tropical Storm Chantal

Abstract

Introduction & Background: Environmental Review Advisory Committee voted to endorse the “Flood Prevention and Resilience Recommendations from the Chatham County Planning Board” during the regular meeting on September 11, 2025.

The Environmental Review Advisory Committee included three items in addition to the endorsement of the Planning Board recommendations.

Discussion & Analysis: During the September 11, 2025 meeting, Environmental Review Advisory Committee members discussed recommendations from the Planning Board meeting held on September 2, 2025, and added the following to the overall endorsement:

1. The Tree Protection and Watershed sections of the Unified Development Ordinance be revisited for expedient approval and revision so that Chatham County can address this issue within its available control.

2. Investigate and pursue public and private grant funding for flood risk mitigation and resiliency within Chatham County.

3. Establish a cross-departmental working group to deal with flooding issues and develop online tools for community reporting such as Flood Reporting tool implemented by Carrboro, NC. We believe these actions will result in meaningful progress to better protect the lives and property of people in Chatham County.

How does this relate to the Comprehensive Plan:

Budgetary Impact: Dependent upon the direction of the Board of Commissioners.

Recommendation/Motion: Receive a report and recommendations from the Environmental Review Advisory Committee regarding flood resilience and the impact of Tropical Storm Chantal.
