Abstract
Vote to approve attached Memorandum of Agreement (MOA) with North Carolina Emergency Management (NCEM) for the purposes of collecting QL1 LiDAR data in Chatham County, NC at the cost of $200,000.

Introduction & Background: Chatham County intends to acquire QL1 LiDAR data in the current fiscal year as part of the expansion request that was approved in the FY24 budget. The FY24 operating budget allocates $280,000 for this project.
MIS Director Nicholas Haffele has been in discussions with Gary Thompson at NCEM about the State's possible desire to partner with Chatham County to collect the same data Chatham County intends to acquire on its own. The attached MOA states that Chatham County provides $200,000 as a funding partner along with staff availability to conduct quality control reviews as part of the project.
In return, NCEM agrees to conduct all project management responsibilities for the procurement of desired QL1 LiDAR data and derivative data products.
Discussion & Analysis: Partnering with NCEM on this project is advantageous for both parties since the same data would be acquired separately at an increased cost for both organizations. Entering a partnership allows for cost savings related to the data acquisition portion of the Chatham County project. Chatham County will save approximately $80,000 on data acquisition and receive data deliverables beyond our original intended project scope. These cost savings will allow the County to allocate the funds to hardware & software costs related to maintaining this data type moving into subsequent fiscal years.
