Vote on a request to adopt a Joint Resolution Supporting Legislation Giving Siler City Authority to Annex Megasite

Abstract

Action Requested:  Vote to approve the proposed joint resolution, which is also under consideration by the Town Board of Siler City on March 7, 2016.

                     

Introduction & Background:   The Board of Commissioners and the towns recently met with State Senator Valerie Foushee and State Representative Robert Reives to discuss several local legislative issues, including a request that they introduce legislation that would allow the Town of Siler City to annex the Chatham Advanced Manufacturing Site (megasite). Under §160A-58.1(b)(5), the town is not allowed to satellite annex the site without a legislative exemption. There are important benefits to the town annexing the 1,818-acre site that would further enhance the attractiveness of the megasite to potential industries. For example, the town would be able to offer economic incentives and also could provide more competitive utility rates to the locating industry.

 

A section of §160A-58.1(b)(5) already offers an exemption from the statute’s restrictions on satellite annexations to 99 other municipalities.  This resolution urges legislative support for a bill adding the Town of Siler City to this exemption list.
