Vote on a request to approve revisions to Nonprofit Grant Policy

Staff recommends revisions to the Nonprofit Grant policy as follows:
1) Clarify the requirement for submission of a Form 990 for recreation agencies that have been awarded 501c 3 status. Previously the policy stated that recreation agencies were not required to have 501c 3 status but didn’t explain that if the agency does have the designation then the Form 990 is required.
2) Clarify the conflict of interest policy requirements such that funds received from the County may not be used to pay board members for services. Small recreation agencies may pay board members a stipend to serve as umpires or coaches. The clarification of the conflict of interest policy narrows the policy so that situations like this are acceptable.
3) Clarify the thresholds for the requirement for an audit or financial review. Previously the policy did not show the funding level that required a review (i.e. income of between $50,000 and $299,999 annually) or an audit (i.e. income of $300,000 or more annually).
4) Include arts and culture as an area for funding. Previously the policy did not address arts and culture.
