Abstract
Introduction & Background: The County accepts cardboard; paper; aluminum cans; steel cans; and plastic bottles, tubs, jugs, and jars in the mixed recycling program. A contractor will process materials through their material recovery facility (MRF) and market the mixed recyclables.
Discussion & Analysis: A request for quote process was conducted in April 2023 because there are only two MRFs servicing our area. The quotes were reviewed and evaluated April 27, 2023, and Sonoco Recycling, LLC was selected.
How does this relate to the Comprehensive Plan: N/A
Budgetary Impact: The Contractor pricing is based on the County's specific mixed recycling composition (recycling characterization study and audit results) provided in the contract.
A processing fee of $101.00 per ton shall be applied on 100% of the inbound tonnage delivered. The weighted average pricing (WAP) of the single stream recyclables meeting the specifications shall be eighty-five percent (85%) of the actual Outbound Value, less the Processing Fee. Actual Outbound Value means the average price paid to or charged to Sonoco Recycling during the month of the delivery of the recyclables less any freight, customs charges, duties, or other charges paid to third parties for the sale of such recyclables. Outbound sales from the previous month will be used to calculate the WAP for the current month.
Based on the market value each month, the County either receives money for recyclables or pays for recyclables to be processed. Funds are included in the proposed FY24 budget.
