Vote to approve a five-year agreement with Sound E-Rate Consulting

 

Abstract

Introduction & Background: E-Rate (the Schools and Libraries Program) is a federal initiative that provides U.S. schools and public libraries with discounts of up to 90% on internet access, telecommunications, and internal networking.

 

The FCC's E-Rate program makes telecommunications and information services more affordable for schools and libraries. The ongoing proliferation of innovative digital learning technologies and the need to connect students, teachers and consumers to jobs, life-long learning, and information have led to a steady rise in demand for bandwidth in schools and libraries.  In recent years, the FCC refocused E-Rate from legacy telecommunications services to broadband, with a goal to significantly expand Wi-Fi access. These steps to modernize the program are helping E-Rate keep pace with the need for increased Internet access.

 

Discussion & Analysis: Chatham County Libraries is committed to ensuring fair and equitable access to computer resources, as outlined in the county’s Digital Inclusion Plan. Sound E-Rate Consulting will support the library in securing funding to expand broadband access and digital literacy opportunities for residents and visitors.

 

Relationship to the Comprehensive Plan: This agreement supports efforts to provide and expand broadband service. Strategy 11.3: Expand access to broadband to increase opportunities for virtual work.

 

Budgetary Impact: E-Rate offsets recurring monthly broadband and telecommunications costs, generating savings for Chatham County. In FY 2025-26, E-Rate funding reduced communications expenses for Chatham County Libraries by $3,250.

                     

Recommendation/Motion: Motion to approve a five-year agreement with Sound E-Rate Consulting Agreement.
