Abstract
Action Requested: Vote to approve to approve budget amendments as proposed by staff
Introduction & Background: During the fiscal year, the budget must be amended as changing conditions warrant. The fiscal year 2014-2015 budget ordinance authorizes the County Manager to transfer funds within a department without limitation. The manager may also transfer amounts of up to $5,000 between departments of the same fund and transfer amounts up to $50,000 from contingency with a memorandum report of such transfers to the Board. Resolution #2000-43 allows the Finance Officer to transfer amounts from the vehicle replacement fund for the purchase of vehicles approved for replacement in accordance with the fleet management replacement criteria. The Board must approve all other transfers.
Discussion & Analysis: The attached proposed amendments are carry forward amendments for special/restricted funds or previously approved incomplete purchases at fiscal year-end. These amendments must be approved by the Board of Commissioners for fiscal year 2016.
The Tax department is being increased by $23,229 to roll forward funds allocated for the purchase of a vehicle from Capital Ford of Wilmington.
The General Services department is being increased by a total of $7,907 to roll forward funds allocated for contracts with Hobbs Architects and the Bacon Group.
The Emergency Operations department budget is being increased by a total of $183,186 to roll forward Duke Progress grant funds and funds allocated for a contract with Wireless Communications.
The Economic Development budget is being increased by $4,521 to roll forward funds allocated for a contract with McGill Associates for the mega site.
