Vote to Approve Board of Commissioners Legislative Goals for 2019 General Assembly Session

Abstract
Action Requested:
Review the draft of possible goals for submission to the NC Association of County Commissioners Legislative Goals process and also for Chatham County's own legislative advocacy for the long session of the General Assembly in 2019 and the shorter session in 2020.

Introduction & Background:
The NC Association of County Commissioners (NCACC) has officially asked counties to submit potential legislative goals for its fall goals development process. Two years ago, several of the county's proposed goals ended up being part of the NCACC's package of adopted goals. The adopted goals will be used by the NCACC advocacy team in the 2019 and 2020 sessions of the General Assembly. The NCACC timeline is as follows:

* September 21, 2018 - Goals submission deadline
* September - October - Steering committees review goals
* November - Legislative Goals Committee meets
* December - Board of Directors reviews and finalizes recommendations
* January 10-11, 2019 - Legislative Goals Conference, membership approval of goals

Discussion & Analysis:
Debra Henzey will provide a handout that will include possible carryover goals from two years ago and suggested new goals generated by staff and departments. She will need your feedback on proposed goals in this handout and also any other suggested new goals you recommend. Even if not adopted by the NCACC, the county will create its own legislative goals document for advocacy in 2019-20. We do have time for final approval at the September meeting, but it will be cutting it close as they are due to NCACC the next day (Sept. 21).
