Abstract

Action Requested: Motion to approve the purchase of two communications recording systems (Pittsboro and Siler City centers), from Carolina Recording Systems LLC, through the GSA contract, at a total price of $110,357.90

                     

Introduction & Background: - 9-1-1 recorders are a vital piece of equipment for an emergency communications center.  The NC 911 Board has a recommended best practice for replacing recorders every 5 years.  Our current recorder was installed in 2012; we are 2 years overdue for a replacement.

 

Discussion & Analysis: The GSA (General Services Administration) is a federal contract available to counties for certain purchases, including Emergency equipment.  This contract is one included in the NC General statute 143-129.e(9a) identifying exemptions from bidding.

 

(9a)     Purchases of apparatus, supplies, materials, or equipment from contracts established by the United States of America or any federal agency, if the contractor is willing to extend to a political subdivision of the State the same or more favorable prices, terms, and conditions as established in the federal contract.

 

How does this relate to the Comprehensive Plan: Ensure public safety through adequate resources, plans, and partnerships to keep people and property safe

 

Budgetary Impact: All of the purchase, with exception of two software options, is eligible with 911 funds verified from Marsha Tapler with the 911 Board.  The two software options totaling $1,900 will be paid for the Telecommunications operating budget.

                     

Recommendation: Motion to approve the purchase of two communications recording systems (Pittsboro and Siler City centers), from Carolina Recording Systems LLC, through the GSA contract, at a total price of $110,357.90.
