Vote to approve the recommended ARPA Nonprofit process awards as proposed by staff and approve a budget amendment to facilitate the disbursement of awards.

Abstract
In August 2022, the BOC supported the allocation of $1 million ARPA enabled funds for nonprofits to be expended by 2026. Staff have reviewed applications for these funds and prepared recommendations for funding for Board review and approval.
Discussion & Analysis:
General nonprofit guidelines for this year state priority will be given to programs and services that support the Board of Commissioner's goal of "mitigating the impacts of poverty among individuals and households in the county through programs and services that promote stabilization and resiliency" by:
* Improving economic stability for low/moderate income adults,
* Improving outcomes for children/youth living in poverty, and
* Improved access to comprehensive health care.
The specific ARPA enabled funding priorities:
* Supporting public health response,
* Supporting immediate economic stabilization for households, and
* Addressing systemic public health and economic challenges that have contributed to the unequal impact of the pandemic.
The FY24 Human Services Nonprofit Award Process was modified to incorporate a "side by side" application process for ARPA Nonprofit funds. The ARPA Nonprofit process ran concurrent with the regular human services process. The county has produced a recommended award list to present for BOC consideration based on the completion of that process.
The estimated date for award announcement to applying agencies is currently set at Oct. 2, 2023.
