Vote to award the bid for development of a Climate Action Plan for Chatham County to Blue Strike Environmental, Inc. and authorize the County Manager to negotiate the contract
Abstract
Introduction & Background: In March 2026, the Board of Commissioners approved a recommended scope of work for developing a climate action plan for Chatham County. This scope of work was used as the basis for a request for proposals to do this work.
Discussion & Analysis: Chatham County received 11 proposals for development of a climate action plan. Proposals were reviewed and evaluated by Climate Change Committee member Michael Petruska, Environmental Quality Director Kevin Lindley, Conservation and Resiliency Planner Erin Ansbro, Procurement Manager Michele Peluso, and GIS Director Nick Haffele.
The evaluation criteria used:
• Specialized or appropriate staff expertise.
• Ability to perform services in a timely manner.
• Previous experience with this type of work.
• Previous experience working with local governments.
• Pricing
• Proposal demonstrates clear understanding of the project.
After a thorough review process, Blue Strike Environmental, Inc. was chosen to perform this work.
How does this relate to the Comprehensive Plan: The climate action plan will complement and build on elements of the Comprehensive Plan related to the County’s effect on climate change and its ability to adapt to the effects of climate change.
Budgetary Impact: The contractor’s cost for developing a climate action plan is expected to be $129,115. This has been budgeted for fiscal year 2027.
Recommendation/Motion: Motion to award the bid for development of a Climate Action Plan for Chatham County to Blue Strike Environmental, Inc. and authorize the County Manager to negotiate the contract.
